Sniper event doesn't work

I tried adding the sniper event to my mod but it doesn't spawn.
clearly the event was also activated in the "fp_params_endless.xml" file and I added various virtual objects called "sniper" to the map.
Do I need to add anything else for this to work or could it be a bug?
