For the Alarmstufenerhöhung you need to have a certain amount of patients (im unsure of the exact amount, I think around 10 or 15) on the map, then it becomes pressable. Its meant to be used in a mass casualty incident.

Wenn ich mich nicht täusche hast du nicht die ganze .zip entpackt. Dir fehlen die Vestris.ResourceLib.dll und Vestris.ResourceLib.xml. Dazu einfach die gesamte .zip in einen Ordner entpacken und ausführen.

Für so ein Monument der Baukunst kann man ja mal eine Ausnahme machen. Und die Elbphilharmonie kann auch bleiben
