It will easy to decode the launcher and we are not dependent on them. I have already made my own version as well.

EM4Resource will be releasing E4M+ later this year, expanding Emergency 4 beyond its original map size limits
The E4M+ Launcher manages a separate expanded map environment while keeping your original game and standard modifications untouched
What E4M+ Changes:
- Provides four times the total map area
- Supports 16,384 x 16,384 floor textures
- Expands terrain and navigation boundaries
- Convert standard .e4m maps into the expanded E4M+ format
Developers - E4M+ includes a Standard Map Converter - converts an existing standard .e4m map that you already made into the expanded E4M+ format. Existing map objects, paths, data, etc. are preserved while additional building space is created around the original map. This will allow you to start from where you left off with your current mod and work on the space around it.

On the old forum, there were some mapping patterns for Photoshop, such as grass, sand, dirt, and similar textures. They could be used with the pencil tool to easily create textures for maps.
