Here I want to quote a comment I posted on other place before, it might be helpful:

I'll try it, but the thing is that I had played all these mods before with no issues, and I haven't touched the system language.
Edit: It didn't work. Thanks for the reply though, I was worried I wouldn't get any. It might be worth noting that when I uninstalled Wegberg, and then EM4, while I did make sure to permanently delete their files from the recycle bin, I didn't restart the computer before reinstalling. Could that be why reinstalling them didn't do anything, were the files not actually deleted? I'm asking instead of just doing it because I'd prefer not to go through all of that trouble again if it still won't fix anything.
Edit 2: Well, I restarted the computer after uninstalling Wegberg again, and it didn't do anything. I sort of expected that, but I'm trying everything at this point. Also, for some reason (not that it matters, it's still missing its proper texture), after verifying EM4's files through Steam once more, the wheels of some ambulances in Fuchsburg, instead of being completely white, are now completely black. WTF is it with this game??? Am I missing something really obvious?
Edit 3: I uninstalled and reinstalled EM4, and Fuchsburg and Wegberg again, and it actually fixed the problems with Fuchsburg, but Wegberg still has the white textures.
Ok, I think the problem is only with the mods and not with EM4, as I put all of Fuchsburg's files with all the edits I made back into EM4, and the problems came back, and I just reinstalled Fuchsburg with the default files, and it went back to normal. That still doesn't answer why editing Fuchsburg caused problems with Wegberg (I didn't even open Wegberg's mod folder, let alone edit any of its files, I'm still really confused about that), and why reinstalling Wegberg isn't fixing it, but at least I figured something out. Sorry for double-posting.
I was just being stupid, it had nothing to do with Fuchsburg. I disabled UTF-8 in Windows language settings, and everything appeared as normal in Wegberg.
